Which places do not change clocks?

  • Hawaii stays on Hawaii Standard Time all year.
  • Most of Arizona stays on Mountain Standard Time. The Navajo Nation in the northeast does change, and the Hopi Reservation inside it does not.
  • Territories: Puerto Rico, the US Virgin Islands, Guam, the Northern Mariana Islands and American Samoa do not observe daylight saving time.

The federal Uniform Time Act lets a state opt out of daylight saving time and stay on standard time. That is why Hawaii and Arizona can skip it.

Could daylight saving time become permanent?

Possibly, but not this year. The House passed the Sunshine Protection Act (H.R. 139) on July 14, 2026, by 308 to 117. It would keep most of the country on daylight saving time all year. On July 15 it was received in the Senate and referred to the Committee on Commerce, Science, and Transportation. It has not passed the Senate or been signed, so it is not law.

A state cannot adopt permanent daylight saving time on its own under current federal law. About 19 states have passed laws that would take effect if Congress allows it. Texas is one. Its 2025 law, House Bill 1393, would create “Texas Time” for the Central and Mountain parts of the state, but only after Congress acts. Until then, Texas goes back on November 1 like everywhere else that observes daylight saving time.
