What Power BI Actually Is
Power BI is Microsoft’s business intelligence and data visualization product. It connects to hundreds of data sources, models relationships between tables, and turns that data into interactive reports and dashboards people view on the web, desktop, or mobile.
It’s made up of several pieces working together: Power BI Desktop for building reports, the Power BI Service for publishing and sharing them, Power Query for shaping data, DAX as the formula language behind calculations, and Paginated Reports for pixel-perfect operational documents. Power BI can run entirely on its own, with no Fabric involvement at all.
What Microsoft Fabric Actually Is
Microsoft Fabric is a unified analytics platform that covers the entire data lifecycle, not just reporting. It’s built on top of Power BI Premium capacity, and every Fabric workspace includes the full Power BI Premium feature set as a result.
On top of that foundation, Fabric adds six more workloads: Data Engineering (Spark notebooks), Data Factory (pipelines and Dataflow Gen2), Data Science, Data Warehouse, Real-Time Intelligence, and OneLake — a single storage layer shared automatically across every workload, so data doesn’t need to be copied between tools.

The relationship only runs one direction: Power BI works fine without Fabric, but Fabric always includes Power BI. That asymmetry is the source of most of the confusion — people hear “Fabric” and assume it’s a Power BI replacement, when it’s closer to a foundation Power BI now sits on top of.
Fabric IQ: The Newest Wrinkle Between Them
Microsoft has recently layered Fabric IQ on top of the platform — a semantic intelligence layer that extends Power BI’s existing semantic models beyond reporting into operational decisioning.
It adds an Ontology, a no-code layer that captures business entities, relationships, and rules; a graph engine for multi-hop reasoning across connected systems; and Data Agents and Operations Agents — virtual analysts and autonomous agents that answer business questions and take action using that shared business context.
Fabric IQ doesn’t replace Power BI’s semantic layer — it builds directly on it, which is exactly the pattern that defines the whole Fabric-Power BI relationship: extension, not replacement.
Licensing and Pricing, Compared Directly
Power BI Pro costs $14 per user per month. Premium Per User costs $24 per user per month. Both are strictly per-seat — the more viewers, the more the bill grows, with no ceiling.
Fabric flips that model. F-SKUs are priced for the capacity itself, not per viewer, starting at F2 and doubling in compute at each step up to F2048. F64 is the direct capacity equivalent of the legacy Premium P1 SKU, at the same price point — but F64 also unlocks every other Fabric workload that P1 never included.
Below F64, Fabric report viewers still need an individual Power BI Pro licence. Do You Need Fabric, or Is Power BI Enough?
A simple way to decide: if every item below is true, Power BI on its own is probably sufficient. If two or more are false, Fabric is worth evaluating.
- Data already lives somewhere queryable — a warehouse, database, or SaaS source Power BI can connect to directly, with no separate engineering step needed.
- No need for a lakehouse or data warehouse — nothing requiring large-scale transformation, Spark processing, or a shared storage layer across teams.
- Reporting and dashboards are the end goal — not real-time streaming analytics, ML model training, or automated data pipelines.
- Report viewer count is modest — under roughly 350, where per-seat Pro licensing still beats F64’s capacity cost.
Once data engineering, warehousing, real-time ingestion, or a rapidly growing viewer count enters the picture, Fabric’s bundled pricing and shared OneLake storage typically start paying for themselves — not because Power BI became inadequate, but because the work around it outgrew what a reporting tool alone was built to do.
Migrating From Power BI Premium to Fabric
Organizations already on Power BI Premium capacity have the smoothest path. Because Fabric is built on that same capacity foundation, Premium customers can enable Fabric workloads and start experimenting without migrating or disrupting a single existing report or semantic model.
Organizations on Pro or Premium Per User licensing instead need to move onto a Fabric F-SKU — at minimum F64 to access the full set of additional workloads — which is a licensing change, not a data migration, since Power BI content itself doesn’t need to be rebuilt.
The misconception worth retiring: “Fabric replaces Power BI” is the single most common wrong assumption in this space. It doesn’t. Every Power BI report built today keeps working identically whether or not an organization ever touches another Fabric workload — Fabric is additive, not a migration away from Power BI.
Where This Fits With the Rest of the Platform Landscape
